OSBI: Oklahoma's Statewide Arrest Record Database

The Oklahoma State Bureau of Investigation manages the main statewide arrest record system. Their Criminal History Record Portal, known as CHIRP, is the official source for Oklahoma criminal history. You create a free account, then pay $15 per search. The OSBI also runs the Sex Offender Registry at $2 per search and the Mary Rippy Violent Offender Registry at another $2. An online transaction fee of $1 applies to each request.

CHIRP contains Oklahoma-only records. Arrests for serious misdemeanors and felonies with fingerprint submissions are in the system. Arrests without quality fingerprints may not appear. The system searches three years before and after the date of birth you enter. That range helps catch records where someone's birth year was entered slightly wrong during booking. Results come back electronically and expire after 60 days, so download what you need promptly.

Each of Oklahoma's 77 counties runs its own jail. Most sheriff offices post a current inmate roster on their website, updated daily or in real time. Roster details vary by county. Most show the full name, booking date, charges, and bond amount. Many include a mugshot. Some counties have a full search form with filters for name and date. Others post a simple list or PDF. Call the jail directly if a county does not have an online roster.

Juvenile records and active investigation files are not public.

Criminal arrest records that went to court show up in OSCN. The docket shows charges filed, case status, court dates, and hearing history. OSCN does not cover every arrest. Only cases with formal court filings appear. For arrests that did not result in charges, or for arrests before a case number was assigned, use OSBI instead. Running both systems together gives you the most complete view of someone's arrest and court history in Oklahoma.

Oklahoma Open Records Law and Arrest Records

Oklahoma arrest records are public under the Oklahoma Open Records Act, Title 51 O.S. § 24A.1 et seq. The law requires public bodies to give you prompt, reasonable access to records. You do not need to state a reason. You do not need to be a party to a case. The law applies to county jails, sheriff offices, court clerks, and state agencies alike.

Fees are capped by law. Plain copies run no more than $0.25 per page. Certified copies are limited to $1.00 per page. Some records are exempt from disclosure. Juvenile records are not public. Records related to active investigations can be held back. Internal personnel investigations and attorney-client communications are also protected. Most booking records become public as soon as they are processed by the arresting agency.

If a request is denied, ask for the reason in writing. The Oklahoma Open Records Act gives you the right to challenge any denial in district court. Written requests work for sheriff offices, court clerks, and the OSBI. Include the person's full name, date of birth if known, and the date range you are searching. Counties must respond without unreasonable delay.

Note: Arrest records become public once processed. Charges that were dropped or cases that resulted in expungement may not show in current searches, but the initial booking record may still appear in some county systems.
